I had my telephone assessment on 4th Jluy and have received a text this morning saying they have yet to arrive at a decision. Is this good or bad news.

As janer1967 has explained, it probably doesn't really indicate any good or bad news. Waiting times for decisions can vary, and the length of time doesn't suggest whether your claim will be successful or not.
