Are all people on PIP entitled to the £150 from their local council?

I presume your asking about the cost of living payment disability payment. With that in mind - you’ll get it regardless of what council tax band your on, as it’s non means tested, so long as you’ve received a payment (or later receive a payment) of one of the qualifying benefits from 25 May 2022 to get the payment. The local council has no input into this.0

I live in a house which is council tax band C but only my wife is named on the council tax bill. There are two payments of £150: One for claiming PIP (which should be available from the 20th September) and one for the "Council Tax rebate" (as people call it).I wouldn`t have thought it would make any difference to who is named on the Council Tax bill.1 -
Your wife should have recieved the £150 because she's named on the council tax. https://www.gov.uk/guidance/council-tax-rebate-factsheet
