Could anyone offer some advice please, am desperate. I have had two previous blue badges, but have been refused a 3rd. Apart from arthritis which I was issued the two previous badges for, I have since undergone two cancer operations, including the removal of a lung, which leaves me breathless. I feel that I meet the criteria on this basis alone, has anyone any suggestions? Thank you for your time

Do you receive PIP? If so you may be eligible without assessment or questions:

You should of been given a reason for refusal but the fact that you have had two blue badges previously and your health has deteriorated, should go in your favour.0 -
Thank you for your help. No, I don’t get PIP. I think they want me to obtain another opinion and not from my GP, as to why I need a badge. I am looking at my options before I get back to them.0

I wouldn't reapply, you need to ask them to look at the decision again. If you can get more evidence as to why the BB is needed then even better.
