Hi,

I’ve just bought a used car from a dealer, I need to apply to change my vehicle class to Disabled. I’m on the Enhanced mobility rate of PIP, I have been for ever. I cannot find any documents that state “Certificate of Entitlement “ all I have is my updated from DLA to PIP claim stating what I’m entitled to. Also I have my PIP yearly update statement what my payment is.

I one or both of these documents all I need to give to the Post Office to change my vehicle class to disabled.

Many Thanks

If you can’t find it ring PIP and they will send you one.

You do not need the yearly uprating letter or the decision letter because both of those will be refused. It's just the Certificate of Entitlement you need.

Is this a new thing, I’ve never been asked for a certificate of entitlement. I’ve always used a Vehicle Tax Certificate of Entitlement Serial  Number :- which I was given when they stopped giving out a form which had a slot for tax renewal about 20 years ago.

It's the same thing but each time you change your vehicle you need a new Certificate of Entilement. https://www.disabledmotoring.org/motoring/road-tax-exemption
    The Entitlement Certificate

To get your tax exemption you need to obtain a Certificate of Entitlement to DLA or PIP.  This should be sent through automatically.

If your certificate has been lost or stolen you will need to replace it.

You will also need to get a new certificate if either the registered keeper or the vehicle changes.

I’ve found the certificate which was dated 2012, I purchased a new second hand car in 2015. I’m pretty sure I never gave the dealer this certificate. Are you sure you need to get a new certificate every time you change your vehicle? Is the issued certificate valid for life?

Yes, i'm certain! It is not valid for life! You have changed your vehicle so you need a new Certificate of Entitlement. Please read the link i posted above. You can also see the full details here on this Gov.uk link. https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1109261/ins216_how_to_apply_for_free_disabled_tax.pdf
When to get a replacement Certificate of Entitlement to DLA, PIP, CDP,
    ADP or AFIP

A replacement certificate is needed when:

    • the registered keeper or their vehicle has changed

    • the certificate has been lost, stolen or damaged
