ESA assessment phase

Hi there any advice would be welcome
I put a new ESA contribution based claim in August 2022 I have been supplying fit notes and receive communication from DWP requesting these. It’s week 15 and I still haven’t received a call or correspondence regarding a claimant commitment appointment and therefore haven’t received any assessment phase payments. I have contacted DWP many times and they say someone will call back but they never do. I spoke to nice chap from Belfast office who said they can’t release any payments until I have had claimant commitment appointment. I understand the health assessment has a minimum of 13 week just wondered if it’s same for the claimant appointment?
