As a general rule what ratio of claims are actioned within 8 weeks ??

Impossible to even begin to answer your question without knowing more information. Which benefit? what stage of the claim are you at?

If this is about PIP, then I'm afraid there's not a set of data on this that's easily findable. I do know there are quite large backlogs at the DWP that mean people are facing waiting times that can be longer than 8 weeks.
