Attendance allowance/carers allowance/ personal budgets

hi all. My dad was granted attendance allowance high tier for dementia. I have given up work except four hours a week. I am his lpa. He still has some cognition. He has agreed for me to have his attendance allowance. Is this okay? By standing order. I know it has to be spent on him, it will, I contribute to food and water bill and rent. I’ve always lived with mum & dad. But I am missing a lot of my income, he can be very volatile, mums very ill, so she wants me around. So that would help, and obviously, would be his for anything eg cabs etc.
also, I plan on applying for carers allowance. People have given me mixed messages on this. It wouldn’t affect his attendance allowance payment would it? It’s the only thing he gets, along with his state pension.
I have just read about personal budgets. We haven’t had one of these. Would anything like aa or ca be affected if we applied? He does have savings, so I think they might want him to contribute. But he has dementia, maybe he can get continuing healthcare?
Also just read that he should tell dwp that he is receiving aa. Is that necessary, as it’s a change in circumstances, but as he receives no other benefits, it shouldn’t matter?

and would a personal budget affect a carers allowance ?

I get the feeling the answer will be no, I can’t. But in that case, as a carer with savings, I am getting 4 hours a week (if dad isn’t volatile on my working day), and if I applied for carers allowance, £83.30/ week. Is there anything else I could get? It’s just I’m really losing out here. Of course I will look after them, I don’t begrudge them, but I will lose out
