Theres no help with service charges with PIP or LCWRA.

You could try applying for a Discretionary Housing Payment, but these are temporary and you'd have to keep re applying.

What type of housing are you in? Is this a privately rented property or do you rent from the council or a housing association? How much is your service charge and what does this cover. It is possible to claim for service charges in some circumstances but it depends on what these service charges are for.
