Hi my PIP is ending on March 1st 2019 but dwp do some sort of check review in March 2018 but I haven't had my appeal yet so would they do review even when I am waiting for a appeal date I've asked urgent hearing as now have consultant letter granting me mobility rate for car which I sent judge

It is normal to review a claim a year ahead of the end date. The system carriys on regardless of any appeal. If you win your appeal any decision will only last until the new decision is made

As CR says, the DWP assessment machine ticks on regardless of any appeals that may have been lodged in the meantime.
I take it then that you have an award, but have appealed the rate (maybe to add mobility to the DL?).
Anyway, yes, carry on regardless - if your appeal is successful you will simply have the arrears added from the date of the decision under appeal, and your award amended going forward. If in the interim the DWP have decided you have no entitlement, then you'll have two appeals running concurrently.
Good luck! Hopefully they'll see sense before it comes to that - have you sent your evidence to the DWP aswell and asked them to reconsider? If not, it's worth a try.
