Supporting a gentleman who has CP to set up a bank account, advice please

I am supporting a gentleman who has cerebral palsy (he lives in residential care, he communicates using the alphabet-we say the letters, he nods and a word is built. He is struggling to access his bank account. The bank are working with us but it is unresolved and I am trying to help him find a resolution. He is unable to sign or to have a stamp. If he gives his PIN out his security is compromised his dad is elderly & lives in Eire. There is no one who are family members or friends that could support with an EPA. Staff members are not allowed to be signatories---is this something that advocacy could help with?

I have found information on the Scope website and a PDF that contains some information that could be useful. It may also be worth contacting Citizens Advice as they would be able to provide up to date advice about the issue.
