Supporting a gentleman who has CP to set up a bank account, advice please

I am supporting a gentleman who has cerebral palsy (he lives in residential care, he communicates using the alphabet-we say the letters, he nods and a word is built. He is struggling to access his bank account. The bank are working with us but it is unresolved and I am trying to help him find a resolution. He is unable to sign or to have a stamp. If he gives his PIN out his security is compromised his dad is elderly & lives in Eire. There is no one who are family members or friends that could support with an EPA. Staff members are not allowed to be signatories---is this something that advocacy could help with?

It may also be worth contacting Citizens Advice as they would be able to provide up to date advice about the issue.
