I am sorry that you have so far not been able to find support for your daughter this must be very Frustrating for you.
You state your Daughter was diagnosed with Autism does this diagnosis still stand? If so, this could be a major factor to your

My daughter was diagnosed with Autism at four and yes it still stands, We managed to get PIP sorted when she hit 16 with help of her school. She has been statemented for whole school she is now at 16+. Since secondary she’s been in SEN school, they helped me get the appointment. Mostly the school seems good and very supportive but even they can’t seem to work out how to help her.
