Can any one help, please with a successful strategy they have used to resolve the issue, below?

My best friend of some forty years had Polio as a  child.  He has just been forced off Continuing Health Care, after many years.  His condition requires a care 24 x 7  Despite the fact that medical indications and M.D.'s and a Consultant opinion confirm his condition continues to deteriorate.

The two alternatives offered by his local council under the auspices of Adult Social Care (in his own home) are totally inadequate to meet his care needs

He has filed an appeal against the CHC decision and a filed a complaint against Adult Social Care, as to the way the transition has been handled.  He has also contacted his Member of Parliament.

The mental and physical strain he has  suffered for months, through no fault of his own, is, and remains, intolerable.

Unless the situation is successfully resolved quickly, he stands to loose all funding.  He will have fire all his staff - who have worked for him for many years. and his way of life will be destroyed.
