Spoke to law society, Disability law service and told by a solicitor that said they were criminal law but that local government ombudsman should open an Investigation.
Reported to ombudsman, doubt anything will hapoen0 -
Spoken with local government ombudsman again and found the financial assessment that allows £1 week for multiple things- they are looking into it.

any delay for you is a breach of the Equality act and unlawful discrimination this happened because you are disabled they should be paying you a fair amount of compensation
