No care or pip awarded

My mother in law had a stroke in June 2019 which has left her bed bound and unable to care for herself. She was sent home on the basis of needing care 4 times daily for washing, dressing, eating and using the toilet. Because she owns her own home she is not entitled to any help with the cost. Living on her widows pension she can in no way afford this, so my husband has been her sole carer since September 2019. It has been extremely tough on our family as we are a young couple with children at living with my mother in law, we have received no help, training or respite care and are STILL awaiting a PIP assessment for her. It has been almost 6 months since the application was put in.
Has as anyone else experience anything similar? If so any advice would be greatly appreciated.
