Here is the details from my council website

What is the definition of a FULL TIME CARER ?
My wife claims CA and cares for me full time

She would be classed as a carer. It's usually 35 hours or more but you've passed that by her claiming CA. Have you requested the discount?0

You can't normally get a carer discount if the person you are caring for is your partner so I wouldn't expect you to qualify.

No idea what you mean by "living in sin." You can't claim 25% carers discount if you care for a partner you live with, regardless of whether you're married or not.

No idea what you mean by "living in sin." You can't claim 25% carers discount if you care for a partner you live with, regardless of whether you're married or not.
Living "in sin" is an old fashioned way of saying not married !
