To claim the exemption or reduction the vehicle must be :
    • Registered in the disabled person’s name or their nominated driver’s name.
    • It must be only be used for the disabled person’s personal needs. That means the vehicle can’t be used by the nominated driver for their own personal use.

You can only have one vehicle tax exemption or reduction at any one time

Apparently the 'only be used for the disabled person's needs' statement has been stretched to include a nominated driver going to and from work if the income they earn is for the benefit of the disabled person.
I saw that in my local newspaper  where the police tried to prosecute them for using the disabled car tax exemption of a motability car and was found not guilty.

I think that's misleading. A motability car is completely different to disabled car tax, which is what the question is regarding. You can claim free car tax on a vehicle if you're claiming either Enhanced mobility PIP or DLA high rate mobility. You don't need to join the mobility scheme to be entitled to that.
