Inaccessible Disabled Parking Bay

My local council has placed a huge wheelie bin over one of only a few disabled bays, in our local car park, making it useless to the disabled. I cannot believe that anyone could be so callous, as to make a decision to do so. What can be done? Why are we so disrespected I wonder.

Have you spoken to your local council about raising a complaint @Hotlips47? You can also complain using GOV.uk too.
Often the knock on effect of these types of obstructions isn't given a thought. Do let us know what the council say if you do get in touch.0 -
Alex, no not as yet, although now I will, after making sure that the bin is still in situ, and hasn't been moved within the last couple of days.
I wasn't aware of the Gov. council complaints website, so thank you for that.0 -
You're welcome, I hope you get somewhere with it!0
