I don't think they are allowed to find you fit for work without having done a face to face/ phone/ video assessment. Paper based assessments tend to mean you've got LCWRA or LCW.

They couldn't prior to Covid but now they can.

Please share a link confirming that it has become legal to be found fit for work on just a paper based assessment.

I'm sorry but i can't find where i read it to, i know i read it during the pandemic. Though it's possible that what i read is that you can't be found fit for work without a telephone assessment. (unless it's either failing to attend or failing to return the WCA form, without good cause) The rules used to be "you can't be found fit for work without a face to face assessment" Apologies for my mistake.

No worries.  Yes, I think the rules remain unchanged and you cannot be found fit for work without a face to face.  I read an article on the Gov.UK website that said that where the assessor sees clear evidence that the claimant qualifies for LCWRA or Support Group they can stop right there and send the file back to the DWP with that recommendation.  That would align with my personal experiences as well.  I've had paper-based every time and always gone into the Support Group / LCWRA.  I just got told today that my latest UC assessment has been done paper-based and there won't be an assessment.  I know that I have some kind of marker on my files at DWP and I think this contributes to why I only ever get paper-based assessments.
