Disabled Car Tax Exemption

Hello everyone
I would like to ask someone if this is right, or am I wrong?
A friend has a disabled young adult who is entitled to vehicle tax exemption. Friend is the nominated driver, but is teaching their son (lives at the same address) to drive in the tax exempt vehicle.
Their son is insured to drive the car as a learner.
But, surely the insurance would be invalid if there was an accident given the conditions of the disabled tax exemption?
Argument is, they think it will be to the advantage of the disabled person if their brother could drive them places too (valid point, but still?)
I asked, but the learner driver is not registered as a nominated driver either.. 😬
Can you even have two nominated drivers in a tax exempt vehicle, with one as a learner?
We have tried to clarify this but cannot find anything online, but I do know the car is not to be used for personal trips!! So I'm saying its a no!
Shall I hide their keys?

Is this a Motability car or a private car?
If it's private, you can add as many drivers to the insurance as you like. If it's MB you can have 3 drivers.
So this sounds more like tax avoidance than invalid insurance. In that case, the argument would have to made that the driving is benefitting the disabled person. Would be a grey area but I suspect they would get away with it as the learner will never be on their own. If they passed their test and started using the car for personal trips, with no benefit to the disabled person then that would be an issue.

I really don't think you can actually hide their car keys, as that's not really the right thing to do. I think with the VED it's always been a grey area. I'm not even convinced they would even check. The vehicle will still show as taxed for ANPR anyway. Though i'm not saying that the disabled tax should be used this way.

The argument is, is it the person that's being taxed or the vehicle
You can't tax a vehicle twice, so if it's insured ... no harm no foul ?

It definitely seems to be a grey area but asked because I would hate for them to not be covered by their insurance company was all.
Car key comment was totally meant in jest, I love my friend and of course, I would never hide their keys!
(I think my friend will have a good laugh about this!)
