I posting this on behalf of my partner, and I gather, that CP can affect people by either 'stiffening up' or making people's muscles, 'Weak' ... However I have also heard that people can on occasions, find that this effect on people's muscles can 'switch' from weak to stiff and vice-versa. Can someone here confirm that what I have just described, a known condition associated with CP?

Cerebral Palsy is a neurological condition caused by impairment to the brain which results mainly in musculo-skeletal difficulties so walking, movements, balance and muscle tone can be affected. There are different types of cerebral palsy. I think you may be thinking of dyskinetic CP where the muscle tone fluctuates. I would recommend reading the information on the Scope website about CP and the different types - http://www.scope.org.uk/support/families/diagnosis/cerebral-palsy

Really interesting question. I have not noticed myself weakening and I put the stiffness down to aging. Maybe I need to research!0
