Effects of CP, and can they change?

I posting this on behalf of my partner, and I gather, that CP can affect people by either 'stiffening up' or making people's muscles, 'Weak' ... However I have also heard that people can on occasions, find that this effect on people's muscles can 'switch' from weak to stiff and vice-versa. Can someone here confirm that what I have just described, a known condition associated with CP?
