Recieved 12th called 15th and said declined renewal?

Hi I sent back my daughters dla renewal then I got 190 on 14th.
she's had extra issues such as hypermobility and for refusal so when i called on 15th just to check what the 190 is..... he said they've denied it as they spoke to a teacher at the school who said nothing wrong with my daughter? I mean the child is never at school due to anxiety so I have no idea how they even would get this assumption? 
I haven't yet got a text or anything or a letter. 

Does this sound right?

    I 100% will but also wondered if they are allowed to tell us this

    Allowed to tell you what? Refusals do happen. If you disagree then you can request the MR which should be put in writing.

    No as in is this something they are able to tell us about the teacher thats all. 
    I will be doing an MR x
