Can an Italian woman who does not live in the uk be my carer?

I need to know how if my Italian girlfriend can move over here to be my carer. She cares for me now but is moving back to her home country. Can she move here to be my permanent carer and get the carers benefit if she is not a resident of the UK?

To be able to claim carers allowance you must be living in the UK for 2 out of the last 3 years.
