Any permanently deformed electric cable under voltage surrounded by flammable materials is fire hazardous. And it doesn't matter what document it has, life is more important.

That must have been an old mattress. Fire regulations have required all mattresses to pass an open flame test since the 80's. They're all fire retardant nowadays.
Obviously sheets are generally flammable, and if you use certain skin creams they get absorbed into them which exacerbates that. So still not a good idea to have electrical appliances or cigarettes unattended in bed, but the room shouldn't go up like that with modern appliances and furnishings.

This in no way saves from the above-described danger of flexible, constantly deformed conductors under voltage. It is safer to put an electric blanket on the floor under the bed and somehow close it from drafts on the sides - then there will be no constant bending of the conductors and safety will increase.

An electric blanket placed on the floor will not heat the bed so that would be pointless.
Any electrical item carries risk.

There isn't a safe way to create heat unfortunately. Electric blankets have been used for many years with few fires & injuries. It needs to be put into perspective and is up to each person to choose what level of risk they are willing to accept.
My own property is only 20 odd years old but I've already had one cable and two switch plates burn out due to 3kW room heaters and immersion heater. What's concerning is that one of the switch plates had failed when I was forced to have a mandatory electrical inspection but the inspector didn't even pick up on it. I can be fairly sure others are faulty in the blocks where I live. So pumping 3kW around a house overnight is not totally safe. Pumping gas around a property is not totally safe. Open fires are obviously not safe. Even a hot water bottle can burst and scald. We all just have to do whatever we can to keep warm, understanding the risks associated with each option.

There will be heat loss when placing a blanket under the bed, of course, but not 100%.
But the deformation of the electrical cable, which leads to fires, will 100% disappear.
Safety first.In gas boilers, the automation will not let the gas escape. You just need to install a good UPS.
