    You can PM anyone, even if their profile is private, you just compose a new blank message and type their username in the box at the top that asks who you want to send the message to. :)

    I think you are right there, unless of course you add someone to your ignore list, then they won't be able to PM you, but then obviously you will not see their forum posts
