it's good, it means instead of worrying twice a year we only need worry once, so no budget now for 11/12 months

My understanding of it is this: The Labour government has decided to have just one budget announcement each year.
We can expect a spending review in Spring.
The Spring Budget ended in 2017, when the UK government moved the budget to the autumn:
- Before 1998: The budget was held in the autumn.
- 1998–2016: The budget was usually held in the spring, before the new financial year.
- 2017: The budget was moved to the autumn, with the first autumn budget held on November 22, 2017

"Cloud of uncertainty for Disabled people post-Budget statement
We’re disappointed that Chancellor Rachel Reeves failed to provide details
on plans to go ahead and “deliver the savings” from reforms to Universal
Credit for Disabled people, as proposed by the previous government.
These proposals planned to restrict access to the higher rates of Universal
Credit for many people too ill or Disabled to work or prepare for work. There
was much confusion following these comments, especially for those who
would have been most affected by the proposals, including those with
mobility issues or significant health and safety risks around work.
So, what did the Chancellor mean?
We’ve since had clarification from the Disability Minister.
We understand that the “savings” will be part of a wider discussion around
the long-term future of disability benefits, which will be part of a set of
proposals to come out in the New Year. These will also address the future of
Personal Independence Payment.
Caroline Collier, Campaign Founder, said: “We welcome the fact that there
won’t be an immediate cut, but a cloud of uncertainty still hangs over millions
of Disabled people. We need a solution that allows all Disabled people a
decent standard of living, provides genuine employment opportunities
without compulsion and treats Disabled people with respect. This is what the
Campaign for Disability Justice is determined to achieve.”
Some features of the Budget are welcome – for example an increase in the
earnings limit for Carer’s Allowance; and an easing of debt recovery for
people receiving Universal Credit. However, much more needs to be done.
The Department for Work and Pensions should be working with Disabled
People’s Organisations to design benefit changes that will support, not
impoverish, Disabled people.
We will continue to oppose policies that harm Disabled people and will be
keeping a close eye on developments over the coming months.
