The tribunal judge is independent, they are totally separate from the DWP.
They will listen to what you say. And they will listen to what the DWP representative says.
Then they will decide whether you should be awarded PIP after they have heard everything.
If you do not attend the tribunal. They cannot listen to what you say, because you will not be there to say it.
They cannot physically force you to attend the tribunal. But it is very likely that they will just cancel tribunal if you do not attend. So if you do not want to attend, you must contact the tribunal and ask them to do it 'paper based' instead, where they will decide on the paperwork that you provide, instead of you saying anything in the tribunal room.

I am saying if pip refuse mandatory reconsideration and then if i apply for appeal to trbunal so why do i get email to say dwp will have to respond for example 20 may 2025 do they say because dwp have still chance to uturn the decision or they say because want all the paper to be sent to tribunal?

That is the date that DWP have to send paperwork to the tribunal by.

I just do not understand if pip refuse then after that if go for mandatory consideration if they still refuse then that part i do not understand if we then apply for appeal to tribunal what happens in appeal does dwp has still chance to award or pip has to send it court for to judge decide ?
I have another question i want to know that if i put in appeal to tribunal that i do not want to go hearing do they some time refuse and say we have attend to hearing? Please let me know soon as you can ?
I have another question if i am lcw group and if i submite sicknote do i still need to attend regular work focus or search for work appointment?

If you are in LCW group for UC, you will be expected to do some work preparation.
If you are in LCWRA group for UC, you will not be expected to do any work preparation.

When an appeal is between MR & tribunal hearing yes the DWP sometimes do make a pre hearing offer of a PIP award.
If you are in LCW but submitting Fit Notes then generally yes you would usually be expected to attend work focused activities. Work coaches vary they do have discretion in what they ask of claimants.

The stages of a PIP appeal are:
Mandatory Reconsideration
Appeal Tribunal hearing.
As has been explained a few times the DWP do on occasion make an offer to award a level of PIP after the MR and before the tribunal hearing.
For the PIP form you can have help filling it in from another person.
For the health assessment you'd have to do that yourself unless you have an appointee. Even with an appointee in place you'd still need to be present for the assessment and the assessor would ask you to contribute along with your appointee.

It is all claimant led.
If you are declined PIP or otherwise unhappy with the award, then you either:
Accept the DWP decision
Or
Ask the DWP to look again at the decision (known as a Mandatory Reconsideration).
If the decision is unchanged you can then either
Accept the decision
Or apply through the courts for an independent appeal tribunal to consider the matter.
You will then have an independent appeal tribunal hearing, unless the DWP make an offer before the hearing which you decide to accept.
They do not make an offer in all cases.

No one pushes anything.
The judge is impartial and independent.
If the DWP put their evidence to the judge, but you don't put any evidence against them, what else can the judge use to decide?

The judge doesn't generally have time to read everything you send in full. They'll just skim through it for keywords. Don't forget they are very busy, they do 8 or more tribunals every day.
They also might not fully understand what you've written. If you attend, you can try to explain in a different way. But obviously can't do that if you don't attend.
The assessment reports always have faults in them, the judge is not really interested in that, it's a waste of their time. They just want to hear why you think you meet the criteria for PIP descriptors.
I won my tribunal without attending, but that is very rare, I do not recommend it.
