Is PIP classed as an income when the council do a financial assessment ?

The council are asking for my 20 year old daughter to contribute toward her Direct Payment package via her new Universal Credit award. On the paperwork they have listed her highest rate PIP award as income. Am I not correct that PIP is not classed as an income and this should not be taken into account when they financially assess her contribution?

Also, they invented some deductions for house insurance, water rates etc. These are not our ACTUAL home figures, they also do not tell you that if your young adult is contributing to other bills such as council tax, mortgage etc from their UC, their contribution will be reduced. It seems corrupt, no-one seems able to advise me, I simply do not want the council trying to take more money than what they legally can, they seem to be circling vultures withholding the details from me! Of course I recognise she needs to contribute to her direct payments, but I feel there is too many grey areas as to how much. It's only because I'm pushing for clarification and insisting she will need to contribute some of her money to our household that they start to admit they have to take less. It feels like legal fraud and bullying into taking what they can. I still do not know what our daughters final UC award will be either as we know she has been awarded LCWRA but I do not know what her new payment will be. The council knows this but still phone me every day to see if I've found out yet! Why is everything so hard!!??? I ask questions on the UC journal but no-one answers them!! Any help on this new chapter of our journey appreciated.
