I have made a blue badge application but fall under non automatic as enhanced mobility under PIP high under planning and following but PIP didn't highlight any distress. My brother is 50 years old and has significant learning disabilities after he stopped breathing at birth, he also has undiagnosed Autism as it wasn't a thing when he was a child. We care for him as a family so do not have any services involved so cannot provide the council with a supporting professional letter (GP doesn't count). Has anyone been in this position? Can anyone advise? The council haven't been able to give any alternatives. Thanks Sarah
