Helow I am an Auto Electrician a powerful ali for electric scooter problems however I have a Greenpower Fastest I have solved the restricton of 8 MPH to 15MPH I think a little more because these people that make the laws don't live in the real World! If you are about to get attacked or mugged how the hell do you get away and out of danger with a top speed of 8 MPH? this wouldn't enter theire empty heads!

The law isn't open to interpretation - 4 mph on pavements, and 8 mph on the road.

Just don't hit anyone, or you will be in serious trouble.

So what I need to know is how to disengauge the motor/throttle brakeing at the controller wich wire to snip? this will be a thin signal type one maybe the thin white? If nobody knows I will remove the controler and get the numbers off it and Google it! if somebody knows please share it! if not I shall find out and post it for everyone to see! the Greenppower or Verobike brands do not regenbrake they just use power to do so this means you can't take advantage off coasting etc I do know tere is a way just knowing like that switch in the back I soon found that 1,2, NO 3! hardely rocket sciance? eather a swich or a wire to connect! now I notice on the display there is a "4" but only a three position switch interesting! in anser to the 28 MPH goal I suspect it will need a four position switch and a wire running back to a redundent wire on the controller! or a replacement controlier, forget going to a dealer for a controller they are insanely cheap from AliExpress around £17 some come with all the kit too! so anyone know about this nusense trottle/motor brake removal please make life easy!

There is also a reason why we have such laws in place, I just hope I don't live in the same area as you. as you will be a danger to the public speeding down the path at 15MPH. Also I'm sure if found out you could have your mobility scooter confiscated by the police.
