If you're talking about the waiting period for the LCWRA element then this doesn't apply to those that were in the Support Group for ESA. They will be entitled to the LCWRA element from the start of their claim.

Why cant they go back to 28, 29, for the rest of Esa .
Andi, the programme was postponed until 28/29 then reverted to its original target of 24/25. This is the original planned timetable for UC migration.
Iron out what's wrong with UC?
It was paused around the time of the 2017 General Election then allowed to roll out. That was when we all needed to speak out to halt the programme!

It is normal under UC and legacy benefits for reviews to take place and for temporary suspensions of benefits when investigations take place.
