I doubt very much that their intention is to make you feel as though you are in the wrong.  I would imagine the reason they push "in writing" is because:

Phone calls:  If not recorded, it`s your word against theirs.

Email: Email is a "fire and forget" medium; delivery is not guaranteed. So again it will be your word against theirs.

I hope you reach a satisfactory conclusion however you proceed.
