I think the misunderstanding might be that @WhatThe is referring to DWP as a separate entity, but the one that acts as the initial contact for most people. Although they refer certain aspects to alternative authorities such as local councils for a decision when it falls within their remit to make such decision, such as a local council for HA.
I think it's great we're all passionate about this, because we care. I just want to make sure that this doesn't escalate, and we keep respectful of one another. I hope this can be chalked down to interpretation, and we can move on.

This is an interesting topic, and I’ve been doing some reading on it. From what I understand, the Local Housing Allowance (LHA) rates and entitlement rules are set by the Department for Work and Pensions (DWP) based on government legislation. However, the actual calculations for housing benefit and council tax support, as well as individual decisions on claims for these benefits, are handled locally by council authorities. These councils then reclaim the relevant funds from the DWP.
So, you are correct that all the funding originates from the DWP, along with the overarching entitlement rules. However, the individual applications, decisions, and administration of housing benefit and council tax support are managed by local councils.

Oops, sorry @WhatThe, I hadn't seen that and it looks like we'd accidentally removed the wrong message. I've restored your previous one and can see you have clarified:
"Entitlement to HB or CTR is determined by DWP as I said. It may be calculated at a local level (being local government) but all such decisions are determined by DWP."
I think all of our different ways of wording things can cause some confusion sometimes! No harm done.
