I am not brains of Britain but does this mean everyone carries on as they are until their next review ??

This is a huge concern as I feel I should of got 4 points on one of my activities atleast but I only ever get 2's . Then scared to appeal or question it incase they take my whole award away . My first pip total was 8 on daily living and second time around its 10 . On both occasions things were missed or not given the points I expected.
