I made a claim for an emergency benefit advance as claimed esa they told me to call back by 6pm but i was on hold till they closed does that mean they have refused it

i actually have made the claim ..they said a decision would be made by 6pm they asked for a number they could text but I don't have a mobile or a phone as I am homeless in a shelter only have internet access ...
