Kendall was asked in the session if the changes are complaint with human rights and equality laws, and gave a straight yes, so she is in trouble with ministerial code if someone proves her wrong.

This quote from the reply you got, seems to be a strong indicator, so that the protection is only a 2 year reprieve for the intermediate 4 point change.

In my opinion its the prime policy of this government, look how early they did it after the election, the rush for the pip descriptor overhaul as well, all the pre election campaigning from Kendall.
Plus factor in the Labour parties history, although you mentioned earlier you felt Keir was going to be compassionate, there was little evidence of that, a sympathetic disability shadow minister got moved to a whip role, Kendall got moved to the top DWP job, Reeve is chancellor, so its a Blairite party, Blair has made it public what he thinks of disabled people, Labour have always been ideologically opposed (as an official stance) of Incapacity benefit, and they tried to kick a million sick people off with ESA.
Politically I agree he is weaker for sure, but they are getting their main thing put through, even if the full effect will be delayed by a few years from the concessions.1 -
Some rebel MPs are willing to vote in favour of this bill now because their current disabled constituents are protected.

What will happen to that 55 year old who is now working in full health and in 2027 becomes disabled, but not enough to score 4 points in one descriptor?

We’ll all earn our points using the revised descriptors, but existing PIP claimants won’t need to hit 4 points for any of the categories.
The 4 points requirement is written into the main bill, existing claimants will be exempted from it in said bill, and is not part of the Timms assessment review.
That said, they have the freedom to make it as hard as they want to be awarded points using the revised descriptors. They could easily take it back up to 250,000 plus being put into poverty using this mechanism. This is the sense by which people are suggesting MP’s will be giving the government a blank cheque later today if they pass this bill.

Logically timms review is going to be tougher eligibility, as the primary reason for is to cut caseload.
So that existing claimants are not exempt from it is not something to be ignored, it is a big deal.The main difference is we have no idea what the changes will be, whilst with the 4 point requirement we know who will be affected by it. The 4 point system is just a bridge until the permanent timms changes come into play, as they were so desperate to make changes they were too impatient to wait until 2028.
The numbers you mentioned is very likely. They still going to hit their target, but now they have more time to prepare for it (due to the intermediate 4 point exemption) and to get try and get charities on side.2 -
I’m not even convinced they’ll try to get charities on side. They’ll claim to have consulted with them, but probably just ignore almost all of the suggestions and plough ahead with their plan. The bill doesn’t compel Timms to do anything more than have a few conversations with disabled people and disability groups.
