Does any body know if you can claim for a dla car for a 18 year old with meares irlen syndrome who struggles with distance and perception who is unable to drive their own car

If you're asking about the motability scheme, to join this you or the 18 year old will need to be claiming either Enhanced mobility PIP, high rate mobility DLA or Enhanced mobility ADP (Scotland only). Without either of those awards you will not be able to join the scheme.
