morning Catherine,
You’ve asked the question I’ve asked many times . Who actually gets the 10 years light touch . I have conditions that are lifelong with no cure plus highest for both but still constant reassessments. I’d love to know how they allocate them either now or future x

I've also found this, which implies that it's only NS ESA that's affected. Like you say, no mention of what would happen once WCA is scrapped. Perhaps current and then future PIP entitlement would be used to determine ongoing eligibility for old style CB ESA?
Introducing a new Unemployment Insurance by reforming contributory benefits
149. We are consulting on creating a new Unemployment Insurance for those that have made National Insurance contributions. This would mean people receive the income they need alongside the right employment support to get back into work. The welfare system was founded upon the contributory principle – the idea of ‘something-for-something’. Contributory benefits are a form of non-means tested support for those who experience unemployment. Currently, New Style Employment and Support Allowance (NS ESA) and New Style Jobseeker’s Allowance (NS JSA) provide support for those who have recently become unemployed. To qualify for these benefits, 2 to 3 years’ worth of National Insurance credits must have been paid or credited prior to the date of a person’s claim. NS ESA supports individuals whose ability to work is restricted due to a disability or health condition. NS ESA relies on the WCA to determine eligibility. After the WCA, NS ESA places people in either a work-related activity group or a support group, which determines how much work preparation activity they are required to do and how long they are able to access the benefit. NS JSA also supports unemployed individuals, or those working on average less than 16 hours a week, but it does not have a health-related requirement. People receiving NS JSA are expected to be actively searching for work and are able to access the benefit for up to 6 months.

Hi you are right. People who claim carers allowance to help care for people who claim pip will also lose their carers allowance on the 4 point rule. The government know this so they are also cutting carers allowance in a cruel sneaky way.

we need clarification I think

Hi Andi, I'm the same, my review is due in 2032 and my health will only get worse over time, from what I understand the 4 point rule will only be applied at someones next review (after Nov 2026) although they hint that there 'may' be some flexibility or other help for some existing claimants but they also said long term will never have to have review… The reality is they haven't actually clarified who it is that wont ever have to have a review, so I don't think anyone really knows all the details yet…. I'm not sure if they do !!

Thanks I'll have a look I'm not good with the ins and outs, the ramifications etc like what will happen if your on this or that along with pip, dates etc it's all so overwhelming.

”To qualify for these benefits, 2 to 3 years’ worth of National Insurance credits must have been paid or credited prior to the date of a person’s claim. ”
according to this, you could be on this insurance for a limited time. Then make voluntary contributions to your national insurance credits and then go back into the benefit? If this is the case this is a complete shambles! They are really completely useless

I’ve just been given a 10 year fixed term award on MR so not light touch but I guess at least a recognition that my difficulties are longer term. I sent evidence to show my disability is considered to be permanent and said I believed I met the criteria for an ongoing award but 🤷🏻♀️

not only will they lose carers allowance but they’ll have to work leaving the government to care for these 1 million disabled they want off pip . So instead of paying £1 an hour they’ll be paying £10-£15 per hour. They haven’t thought this through. Notice they haven’t changed mobility as they don’t want to upset motability and put them out of business. So again discrimination against the ppl who need care .

I went to MR for an increase in award and said to my legal advisor about asking for an extension. He said no not all at once let’s see what happens. He messed my new evidence up and I lost MR , when I called dwp to explain and asked about tribunal they instantly contacted the case manager who looked again and award me highest . I think had I requested they look at length of award I may of got it . Well done to you as at least you don’t have this worry right now x

“The judge held that the DWP had: failed to adequately explain the proposals; had failed to explain that the main purpose was to save money rather than to get claimants into work; had failed to provide sufficient time for the consultation.”
I think the suggested changes to ESA would fall under this umbrella, making them unlawful.1 -
go the health top up if you qualify for UC.
If you don’t for whatever reason then you lose the benefit and the NI contributions towards your pension
Another thing, according to the withdrawal agreement, if you are to leave the UK and live in Germany say, you are entitled to 5 years of ESA CB
Creating a discrimination to those that in the UK

Agreed. My income is CB-ESA and PIP. I'm not eligible for UC. I live alone without family. I'm scared still. I'm currently polishing draft letters to various parliamentarians.

But why does that effect you now I don't understand next review you might get 4?

So you would need 4 on own and 8 on Any other questions on daily living ???

They don't, one of the questions on the new pip test dosent make sense, the one that you have trouble washing below waist and hair. Surely it should mean above.
Also what is light touch review?

I think I read that you need atleast one category to score a 4, Then you need another 4 points in the other categories to make up a minimum of 8 points. I'm not sure if I'm right though.

Technically I don’t have to worry for a few years but I’m still terrified! I have filled in the green paper consultation and enjoyed telling them (politely) what I think of them
